\nLanguage<\/strong>: Ukrainian
\nAbstract<\/strong>: The article\u2019s objective is to substantiate the conceptual framework and practical recommendation for enhancing the capacities of research and development (R&D) in the higher education (HE) of Ukraine through analyzing the mission of universities and their research and innovation component, the core tendencies in the HE and R&D in the world, North America, Europe, Ukraine and leading countries. The analysis is made using the data showing the dynamics of the network of universities and research organizations in Ukraine (1960\u20142017); dynamics of the personal with candidate of sciences or doctor of sciences degree in the economy, in research organizations and higher education institutions (1990\u20142014); the key parameters of R&D in the world, OECD, EU and leading countries (2017): R&D expenditures, R&D expenditures as a share of GDP, the share of the HE sector as R&D performer, the share of R&D financing in the total funds of the HE sector. Also, data on the total financing of HE and R&D in Ukraine and U.S. in 2017 are compared, to illustrate the imbalance between the financing of HE and R&D in Ukraine (disproportionally large share of funds for HE and too small share of funds for R&D) and U.S., where the funding is balanced.<\/p>\n

It is revealed that the domestic sphere of HE in comparison with the sphere of R&D disproportionately consumes a lot of financial resources and accumulates the majority of candidates and doctors of sciences, for which conditions for high scientific and scientific and technical efficiency did not create. The system of measures to realize the research and innovation potential of universities, based on reformatting of the university network for the purpose of performing a dual \u201cteaching-research\u201d function based on the models \u201cresearch professor\u201d or \u201cprofessor and researcher \u2014 one person\u201d is substantiated. Measures include consolidation and concentration of institutions, overcoming their shredding and dispersal, eliminating duplication and profile inadequacy, achieving a critical value of the parameters of effective functioning and development, as well as better using of personnel and financial resources, in particular, by reducing the learning load work, increasing salary, improving educational, research and information infrastructure.<\/p>\n
