THE READINESS OF THE UKRAINIAN ECONOMIC SYSTEM TO THE FUTURE KNOWLEDGE-INTENSIVE PRODUCTION IN THE INTERNATIONAL CONTEXT<\/strong><\/p>\n

\nAbstract:<\/strong> The article contains the results of a study focused on identification of factors and problems involved in building up the mechanisms of a new model of the science & innovation policy in Ukraine in the context of the vigorous implementation of \u201cnew industrialization\u201d policy in developed countries with emphasis on exploitation of mainly domestic science & innovation capacities; substantiation of the need to build this new model of the science & innovation policy in Ukraine and outlining specific features of this policy in the strategic perspective with consideration to the current conditions. The study is based on the principles of the problem-oriented methodology, traditional theoretical and special methods of scientific research. The empirical evidence was international statistical data extracted from Readiness for the Future Production Report 2018 (World Economic Forum, WEF) and World Bank database.<\/p>\n

The importance of the study is due to the suggestion that the readiness of economically developed countries to the future knowledge-intensive production is the main determinant for the social and economic advancement across the globe.<\/p>\n

The problem of improving the mechanisms of the science & innovation policy in Ukraine, focused on achieving the appropriate readiness of its economic system to the future knowledgeintensive production is explored by the methodology of the abovementioned WEF report using four indicators: (i) the potential of readiness of the domestic economic system to the future knowledge-intensive production: integral index of the readiness potential; (ii) the investment potential of research and development (R&D) sector; (iii) the potential of production drivers: integral index of the production drivers\u2019 potential; (iv) the potential of structural production factors: integral index of the structural production factors\u2019 potential.<\/p>\n

The correlation between the abovementioned indicators was explored for Ukraine and other countries was analyzed, with making an assessment of the potentials of production drivers and structural factors of the readiness of the economic system in Ukraine for the future knowledgeintensive production. The analysis of the Ukraine\u2019s readiness for the future knowledge-intensive production showed that Ukraine had rather strong factors of development. These are \u201cstructural factors of production\u201d, \u201ceconomic complexity of production\u201d, \u201chuman capital\u201d and \u201cknowledge-intensive employment\u201d, which levels are comparable with the leading countries. But the estimates of the Ukrainian economic system by the drivers \u201cinstitutional framework\u201d and \u201ctechnology & innovation\u201d still remain too low.<\/p>\n

It was concluded that building up of the effective institutional environment and infrastructure designed to support implementation of new technologies in the production sector in parallel with the continuous increase in the potentials of \u201chuman capital\u201d and \u201cknowledge-intensive employment\u201d could trigger productive social and economic development in Ukraine and allow it to take the rightful place in the cohort of powerful countries that determine the readiness of the global economic system to the future knowledge-intensive production. This would be realizable through the new model of science & innovation policy designed to promote the social and economic advancement.<\/p>\n
