THE PHENOMENON OF COST-FREE AND CLOSE TO THEM R&D PROJECTS IN THE INSTITUTIONS OF THE MINISTRY OF EDUCATION AND SCIENCE OF UKRAINE

Abstract: The article is devoted to an analysis of the phenomenon of cost-free and close to them R&D projects, which remained outside the focus of science studies, and its relevance is due to their abnormally wide distribution in research and educational institutions of the Ministry of Education and Science (MES) of Ukraine. The article contains results of a study aimed at adapting the author’s technique for analysis of R&D financing in the higher education sector using the database containing registration cards of R&D, stored at the Ukrainian Institute of Science and Technology Expertise and Information, in the format of the Rubricator of Science and Technology Information (STI Rubricator). The research methods were system analysis, comparison, grouping and several techniques for processing parametric series and distributions of sets. The dual status of teaching personnel as research-pedagogical and the related features of the R&D performed in the MES of Ukraine at the project level were highlighted, with making the conclusion about the existence of two separate types of research activities in domestic higher education institutions: normative-auxiliary and specialized ones. A sample of cost-free and close to them R&D projects performed in 2017-2020 was built and processed. It was determined that their scopes in the MES of Ukraine significantly exceeded similar figure for other administrative departments of Ukraine. Moreover, depending of the inclusion of the financial sources allocated in such R&D projects, their number can be comparable or higher than the number of all the other R&D projects performed in the institutions of the MES of Ukraine. It was determined that at the class level of the STI Rubricator, the largest number of cost-free and close to them R&D projects occurred in economics, education and pedagogy, mechanical engineering, agriculture and forestry. A characterization of R&D projects by type of project and disciplinary profile of performing institution is given. Examples of incorrect qualification of R&D projects in registration cards of R&D are given. А correlation analysis between the parameters of the sample of cost-free and close to them R&D projects was made on the whole database of R&D registered by MES performers in 2017-2020, which did not provide a statistical confirmation for the hypothesis of homogeneous character of R&D in the higher education sector.
